He was born in the family of the national poet Khalilrza Uluturk on the 12th of February, 1964. He finished secondary school #18 after Mikayil Mushfiq in the city of Baku in 1981. Tabriz entered Azerbaijani State Art Institute in 1982. While studying in the faculty of Film Director in Correspondence department,  he was working as a light technician in “Azerbaijan Film Studio” after Jafar Jabbarli.

Tabriz was very much troubled by the Armenian aggression over Azerbaijan, he wanted with all his being to go to the front line and release Garabagh from the enemy occupation. Thus he voluntarily went to the front in 1991.

He gained a great respect among his friends despite being in the front for a short time. Everybody knew him as a courageous person. He several times showed an example of courage in the battles for Khromort and Nakhchivanik villages. Tabriz rescued dozens of wounded soldiers from the enemy bullets at the same time destroying enemy forces. He was awarded the title “Bozgurd” medal for his bravery by the Ministry of Internal Affairs. 1992…

January 31st … Tabriz’s last battle … he died heroically in this battle.

He was married and had two daughters called Turkay and Gultaj.

Tabriz Khalilbayli Khalilrza was posthumously awarded the title of “National Hero of Azerbaijan” by the decree #264 of the president of the republic of Azerbaijan on the 8th of October, 1992. He was buried in the Martyrs’ Alley in Baku city.  One of the streets in Baku is named after him and there is also a memorial of him in front of the building where he used to live.
