He was born in Khidirli village of Aghdam region on the 19th of August, 1970. He continued his education at Vocation school # 50 in Aghdam region after he finished the 8th grade in his own village. He was called for military service in 1988 and he served in the Soviet Army.

He wanted to become a police officer since he was a schoolboy. Hidayat was admitted to the Police Regiment within Aghdam Internal Affairs Department in 1991. Hidayat was very active against the enemy invaders from the very first days of his service in the Police Department. But unfortunately his life was too short.

Armenian militants attacked Meshali village on the 23rd f December, 1991 for the second time. The enemy surrounded the village in a very short time.In order to save the peaceful citizens, Aghdam Police Department of Internal Affairs had to enter the fight against the vicious enemy as well. The brave police officer, H. Rustamov took a position in one of the empty houses to challenge the insolent enemy. Though the battle was unequal and the enemy had more manpower and military equipment, Hidayat was fighting without any fear and would not let the enemy approach the village closer. But the enemy broke into his post and when they saw that he would not give up, they burned the house he was in. He fought till the last breath and died heroically in this battle.

He was single.

Rustamov Hidayat Eldar was posthumously awarded the title of the “National Hero of Azerbaijan” by the decree # 264 of the president of Azerbaijani republic on the 8th of October, 1992.

He was buried in the Alley of Martyrs in Aghdam region.
